There is tension between state and local governments because the state requires the local governments to do so much without the proper funding but when the state needs help they always look to the local governments for help. Another reason for the tension that is between the state and the local governments is that the state does not, at times, allow the local governments to make their own tax laws and make their own money in order to take care of the expenditures that they have within their jurisdictions. The local governments more often than not have to cut their budgets because the state is facing a money problem and does not have enough money to take care of other "more important" problems within their governments. The local governments end up taking the budget cuts and the people of the counties have to suffer.
The tension that is going on between the state and local governments is healthy for our political system overall because both systems sometimes do get along and work together in order to make the people of both local governments and state happy. For example, the state has forced local governments to enact certain committees that will help get the peoples voices heard both in local meetings as well as in state meeting. It can also be healthy because it can get our voices heard in a more broader sense. It allows for more of a competition between both systems that in the end can help all of the populous with more programs and more help from the government.
